Can be used to make Runewords:
I'm not sure these are the greatest adds but it's a 2/20 so I'm checkin'!

Decent 2/20, but :
- sorc mostly have other options per element ( Nightwing's Veil, Griffon's Eye, Flickering Flame). Can still be used by Hybrids.
- Dex is almost useless for most sorcs (a small block chance with Monarch)
- min damage and 1 socket bring nothing
So basically it's a 2/20 with all res for most. I'd take anything between Vex and Ber.

Plain 2/20 go for like Pul (unless they are magic and can get 2os).
With some res, prices are all over the place, with Ist being the median.
The dex actually makes a difference, since this kind of circ is used in PvP with a Storm shield on swap. It still misses "something" (like 2os, life, str, mana) to be usable in PvP.
After checking traderie, I would say kimaalfr got lucky with his sale and fair price value is in the range Necrarch suggested, maybe even lower.
