i dont think you can up a socketed item, only unique or rare .
That is correct, with normal items you can only upgrade cracked/damaged etc. to a normal version. However this may reset things like the all res on this shield (I upped a sacred target yesterday and it changed the all res to ed instead).

Only Rares and Uniques can be upgraded to the next level. Superior/normal/socketed/set items do not work.
