Character level when rerolling doesn't matter, just the level of the area where the charm was found. I'm not sure what the lowest level Shimmering can appear is, but I do know that when rerolling GRAND charms, any found in a TZ lvl 91 or higher will do. Not sure if this is the same with Small Charms, as most people don't reroll them.

For "shimmering" prefix you need iLvl 47. But if you want to reroll SCs, you should aim for "shimmering small charm of vita". Suffix "of Vita" requires an iLvl of 61.
As mentioned before iLvl is independent of character level. It depends on the monster's level that dropped it, which depends on the area of the monster.

i thought affix lvl and required item lvl were the same...

No. In the game files, each affix has an affix level and a required level. These are separate fields. Required level is always lower than affix level (IIRC), generally the required level is around 75% of the affix level but there are exceptions - for example, skiller prefixes (on grand charms) all have affix level 50 but require level 42 to use.krathkor wrote: 52 minutes agoi thought affix lvl and required item lvl were the same...

ilvl needs to be greater than or equal to the affix level to be able to roll that affix when an item is generated.
