Basically I'm a L86 blizzard sorc with 30 skills point not sure where to allocate. Most advices are on telekesis, Energy Shield which seems only defence, but not fire or lightning as secondary. Any other way to better level up?

I have a lvl 92 Bliz sorc on Switch SSF.
I actually kinda hate Energy Shield as it depletes my mana too quickly and I'd like to be able to cast without surprises. (although I can imagine HC characters would benefit a lot from Energy Shield)
As for extra skill points, I would recommend to max out Frozen Armor as well as put 1 pt into Frozen Orb. Casting Frozen Orb in-between Blizzard can help tremendously with crowd control (and it looks very cool)

Blizzard sorc does not have 30 points left after maxing Blizzard and it's synergies.
In your build, you don't even have 20 in Blizzard. That's the skill you max first. Then all the synergies. And I would even put 20 hard in Cold Mastery as it increases your damage vs. cold immunes even after maxing.
Your secondary skill should be Ice Blast or Glacial Spike. This is the one to max 2nd.
Apart from 100 in Blizzard, you want 1 in Teleport and 1 in Static Field. And 1 in a cold armor of your preference.
That should cover this topic until lvl 96.

Maxing cold armor is a waste unless you have a PvP build. You only use cold armors for the chilling effect that it prevents hits and this doesn't change with a higher level.
And as mentioned above, blizzard sorc doesn't have many spare points, even at 99.

about max dmg (max Cold Mastery) vs max survivability (max Telekinesis), here are the numbers
Lvl 10 Cold Mastery + 20 points from gear = -165 res. -25 res from gear = -25 - 165 / 5 = -58 res on cold immunes
Lvl 20 Cold Mastery + 20 points from gear = -215 res. -25 res from gear = -25 - 215 / 5 = -68 res on cold immunes
Non-cold immunes are screwed anyways
-85 res from emilio's Infinity or Lower Resist from a5's Plague ignored
Imo survivability is more important, but let everyone decide for themselves
Lvl 10 Cold Mastery + 20 points from gear = -165 res. -25 res from gear = -25 - 165 / 5 = -58 res on cold immunes
Lvl 20 Cold Mastery + 20 points from gear = -215 res. -25 res from gear = -25 - 215 / 5 = -68 res on cold immunes

Blizz sorcs don't have left-over skill points until hitting 95 for the first spare for 5 of them at 99. Certainly not 30 spare points at lvl 86. Looking at the OP's build, blizz, mastery and synergies are all barely half-way done so that's where those points should go for a real blizz sorc. And imo that's including a respec to drop the 2nd point in Teleport, the 4 to get Energy Shield and the one in Static Field to open up 36 instead of 30, all of which then go towards blizzard, mastery and finishing 2 of the 3 synergies.
Energy Shield tends to be completely unnecessary for a blizz sorc as you never have a reason to be in the thick of it (and hence to get hit) to begin with.
For P1, a Blizz Sorc usually does not need it, but P5-8 is different. Baal packs and Herald packs can be so tough that it makes sense to cast Static in between Blizzard casts. Gives you something to do in the cast delay I guess, true. But I never bothered with it even on P8. But be that as it may, them last 5 points from 95-99 are indeed just left over so might as well do whatever one feels like with them. Not losing anything of importance with a pt in Static Field anymore there anyways.
(Technically, 6 from 94 on I guess, seeing how blizz sorcs are so far off and safe that Frozen Armor, too is rather optional - though I for one still prefer to have that one just out of Principle)
Try Hydra sorc i love it y just stand and summon Hydra from afar and thats all no need for static at all they melt bosses
i have 3921-4348 on Hydra atm so thats 150k on non immunes and 55k on Sundered immuness full Hydra blasst and not all skillers just have 3 and sunder its mental

If u arent prebuffing with Memory, or using Frostburns or Jordans that give u massive mana, you dont get anything much from lowering ur Blizard potential to get a shield that doesnt work well.
I would just stay with Bliz

And u can even prebuff them with a Demon Limb at base if you want them to slap something particularly immmune and spicy

So if you want to use ES, you got to spend 20 points nothing else makes sense (same as with max block - either you do or you don't.)
And if you spend 20 pts in Telekinesis, you won't max out a Blizzard even at lvl 99.
And as mentioned before, blizzard spec doesn't need ES. She has range and freezes everything with Glacial Spike.

Agree, Energy Shield kind of sucks unless it is fully maxed (TK first then ES), and even then it has some tradeoffs (your mana takes 3x damage against elemental attacks vs if you were running max resistances).
The benefits (mana regens quickly, you are better vs physical damage, almost no attack can put you into hit recovery, you can ignore non poison resistances, items exist like frost burn and soj that massively increase your mana, for which no comparable life increase gear exists) only start to offset the drawbacks after maxed TZ and level 30-35 ES.
So yeah, either max it or don’t do it. And only a few builds have the extra skill points to max it.

My Fireball sorc had just a few points in Telekinesis, and she made it to 99. I bet it would have taken much longer without the Energy Shield. And I don't even regret having low res and more mana than life in hindsight, as it allowed to use Enigma with its speed, MF, life and strength bonuses. I'm positive that even with max life and max res, Energy Shield is a clear boost to sorc's survivability; and 16 points in Telekinesis are very decent

I'm being slow here as I just restarted playing recently... I don't have 20 hard points on blizzard but the tree does have 22 as in maxroll. The equipment (nightwing, Spirit pair) has +6 all skills, Annihilus +1 more, and torch gives me +3 on sorc skills. That's + 10 on me. Can you tell me what you mean by "you don't even have 20 in blizzard"? Do you mean 20 hard points on blizzard? Yes, more points means more damage. So before spending your skill points on anything else, you should max your primary skill. Then you should max the synergies. Note that only hard points count towards synergies. To get the maximum out of Blizzard, you need 80 hard points.
