I assume you made the game with the level 94 Amazon?
Either way, if you leave a game for any reason (disconnect or save & exit doesn't matter), the game assigns another character (one that's still in that game instance) as the game host, and all future TZs (including both automatic TZ rotations and those created by worldstone shards) will be based on that character's level, even if you rejoin the game with the character that dropped/left. The host reassignment happens instantly when the host leaves the game, and it will not reassign the host status again until the new host also leaves.
The Pit is a level 85 area so the game apparently considers a different character (one that's level 83 or lower) to be the current host. Your screenshot doesn't show the party.
Note that if a TZ rotates in a second time in the same game instance, its TZ level is still fixed at what it was the first time it became TZ, regardless of which character is considered host when it becomes TZ the second time.
If there's multiple characters in the game and the "main" (the one whose level you want TZs to be based on) drops or has to leave temporarily for any reason, once that character returns, all other characters must also leave and rejoin to be sure that the correct character is host for future TZs.

Had that a few times by now, unrelated to host level. You see that happening in a game full of nothing but 99s as well.
What's weird is it tends to only affect a zone or two. The TZ level for those drops to whatever the normal zone level is. While all of the other zones still sit at the usual 96.

Has Blizz acknowledged? They seldom communicate so assume they have not.
