Interesting rolls, but zons do not really need fcr and only 1 to skills.

They usually prefer

Highlord's Wrath,

Mara's Kaleidoscope or

Atma's Scarab.

You may still be able to get an

Ist or more with those rolls

Lots of characters/builds do not need FCR, but unless I'm missing something any extra FCR helps when wearing Enigma (as long as you plan ahead of time).

For a javazon the breakpoints that you need to meet (considering the available slots without making extreme compromises):

That's 80%, just between 72 and 99, which is 13 frames (the 72 breakpoint).
if you remove Arach, put

Razortail on, then you are at 60. Just shy of the 68% breakpoint, which spoiler alert, is also 13 frames granted 1 extra action flag (so which frame outputs the skill).

This beauty would get you there. I mean, it's literally 69 fcr (noice). I also believe it couldn't have rolled 2 to Amazon skill due to the other stats being high.

Someone would need this at some point and would pay a nice rune for it. Certainly more than an

Ist.
