i have a Queston im having trouble getting a answer. ive seen some assasins with some crazy lighting spam builds. to where it practically takes up the screen and potentially drags my pc down. (which doesnt happen often at all) WHAT IS THIS BUILD? is this even SIN specific? plz if someone could give me a little Insight (no low rolls plz lol jk) or crack this mystery for me i will appreciate it it looks really cool and dramtic just clueless as to how to its made??

Mosaic is the route then. i guess my next ? would be is there a particular build with it that makes it so... massive? i see u put Phoenix Strike with it but is there more to it that "amplies" it? i feel if it was as simple as a runeoword and a skill everyone would be spamming this intense move

If you use dual MosaicClaws, you are guaranteed to never lose charges (so long as you attack often enough to refresh their duration).
So all you do is stack 2 charges of Phoenix for the Chain Lightning (optionally include Blades of Ice, Claws of Thunder, some Fists of Fire).
And after that, you keep spamming typically either Dragon Talon or Dragon Claw (bit of a matter of preference). Both attack rather quickly and every single time they hit, you trigger the Phoenix Strike lightnings and whatever else you charged up.
And just like that, you have yourself a never-ending light show, plowing through everything the game throws at you.
Naturally, there are better and worse builds for the whole thing and better and worse gear picks. But let's be honest, basically any variation of dual Mosaic is OP af so..no need to really even worry about that.
It is kind of a fun build, at least initially, but you're constantly on the move trying to keep the charges from expiring. It gets intense and hectic. I enjoyed it at first, but it gets stressful in a way other builds don't.

your comment alone makes me want to check it out. i never really knew this was a thing as a "old" d2 veteran. but it sounds like an entirely new way to play for myself the fact that its "stressful" lol
it seemed OP by some chars but im glad it has some difficulty. im sick of dying bc of a lack of stat. i want to die bc a lack of skill lol AWESOME

I agree that it was a bit stressful in the beginning - but then, when you get that "375 frames" timer under your skin, so to speak - it becomes almost irrelevant. It does feel a bit annoying from time to time - but its not that often you need to re-Charge, you can often use WP and still find the first and best monster to reset your timer on (unless you have a pc that is slow and/or you GFX framerate Cap is very low). You also learn how to navigate eg. Throne of Destruction - regardless of you playing P1 or P8.
What has been said earlier in the comments is of course valid. So is the suggestiion about sunglasses - I definately dont want to play Mosaic without.
That being said, my advice would be to go the "beginner" route with Dragon Talon - do the proper research and be aware of the fist of fire "trap" - if used at all. It also offers you a huge advantage of using Fade which makes the build much cheaper - though resistances is not that much of a need overall on this build.
This is the best advice my Mosaic can offer you - and also, skip all "guides" that suggests using Infinity merc - thats just nonsense (now the shitstorm can begin).
If you later on want to "upgrade" (im ready for the next shitstorm) - you want to try the Dragon Claw.
As already stated, there are ups and downs - this also applies to the gear choice - with Dragon Claw you simply dont get the same "choices" as with Dragon Talon - it _can_ become vastly more expensive.
