he should tell u when you upgrade it it still stay -45 on the res whic it is rn , but it just gets other affixes rolls, try read renewed Black when u upgrade it what it can roll

yes it is, it will just roll some other affixes with a few different affixes, the -45 stays as is it can vary from different stuff Monster Immunity to Magic Damage is Sundered

+14-25% Better Chance of Getting Magic Items or +20-55% Extra Gold from Monsters

these is the rollts it will be if u upgrade it can not roll all but it says "or" so depends on what affixes will roll on yours if u decide to upgrade it
