Can be used to make Runewords:
I would like to know what yalls favorite sorc build is. I want to respec my blizz sorc into something powerful with budget gear because I don't like the playstyle. Is Fireball/ Hydra a good option? (I have already tried ES and the damage just did not do anything)
1. ES Nova Sorc (with self-wield Infi) (expensive)
2. Fire Ball Meteor Sorc (not very expensive)
3. Enchantress (with Demon Machine) (rather cheap)

Do you mean ES/ Nova? Because ES alone doesn't do anything, its just a shield that any build can use.
By best do you mean raw damage? Fastest clear speed? Best boss killer? Best MFer? Good at everything? The answer to your question really depends on what you're looking to do with the build.
I'm not playing D2 as much as before. I'm too lazy to edit all my trade prices. Offer me something reasonable and I'll probably accept.
I love my Chain Lightning sorc. I honestly don't see what Nova has over it.

For jewelry you need to hit the 117 fcr breakpoint. The exact amount you need depends on your Spirit shield. I think the ideal makeup is either a Caster Amulet and 2 soj, or two opalveins and maras. The % damage on opal vein doesn't matter at all here so don't worry about getting lightning rings.
For merc, Infinity is the only choice, so pick whatever a2 Merc you want. If you can't afford it then run Insight

After a 20 year break from D2 I started playing D2R in 2024 with my sons (9 and 10 years old)

Fireball Hydra Meteor is the best. period 
only ever dies to a disconnect, 2 mins to reach andi or meph, 2 seconds to kill them, 4 seconds to kill a tz 96 Baal. and if you encounter something really nasty just spam 6 hydras and tp around while each Hydra spits as much dmg as a fire zon
the only thing that is difficult are ubers, but they are generally difficult

Unless you get tagged with poison, or Succubus curse, or Teleport into a pack of mana burn whatevers. We can't tell what the OP considers 'budget', but I doubt it includes Enigma and Griffon, maybe even Arach.

Do you use Energy Shield? Asking because of the mana burn comment. I personally think Chain Lightning looks super cool, I enjoy the character. A maxed Nova sorc is I think faster, both in terms of kill speed but also picking up Gold items, etc. as you are always in the center of everything killed. Is also incredibly tanky against nearly all enemies - Nova knocks enemies back and keeps them from attacking. Key exception being all of the Energy Shield banes - gloams mainly, with sucubus curse just being annoying.
No, vit focused. Lightning and Chain Lightning have too many synergies to have the points for ES and Telekinesis

That is all budget, thank you. Also, for the spells I use, it is blizzard and its synergies(I am level 88, max blizzard, max two synergies, level 12 other synergy, max Cold Mastery) this does not include things like Static Field. @Knappogue what I mean for ES Nova damage is that the damage just did not compare to my Chain Lightning build at all. I went from doing 17k damage to 1.2k. Even with the faster cast rate, it just did not match.
