Once an act has become terrorized by a Worldstone shard, it will remain terrorized until the end of the game session (until save & exit or all players leave the game).
Act 1 remaining terrorized after terror zone changes
Uniques are 3 levels above their area, and champions are 2 levels above, so target-farming Western shards should be done in areas with alvl 79-82 ideally, with alvl 78 and 83 being okay. Western shards are generally the easiest to farm, as a wide range of popular farming areas are of these levels.
