this might be already well known and/or discussed but couldn't find any existing thread, so here goes nothing.
Just experienced a weird bnet chat issue where the other party didn't see any of my messages on bnet/whisper. Vice versa, only a fraction of messages went through which was even more confusing. This was something I never experienced before and hence did not expect at all. Other party also was a new user and had friend list join turned off, so all this turned the trade into quite a bit of a Hustle. We managed it in the end (he saw my game invite and joined, in game chat then worked).
From our close out discussion, it seems to be an issue caused by steam version vs. bnet version. I don't have the Steam version and cannot confirm or investigate further, but maybe someone else can?

Can be used to make Runewords:
Whisper has been bugged since the day D2:R was released, well before the steam version was ever a thing.
When someone whispers you, in-game, you typically don't see the first message.
It'll open up the chat window for them so you know they did send you something. But the actual message won't be there. Subsequent messages do then show.
In-game chat becoming invisible has also been around since D2:R was released.
Plus a few others.
