Can be used to make Runewords:
2/20/20 + low MF and not great all res and no 6th affix.
Still a 2/20/20 is excellent and even if could have rolled higher, very good affixes as well.
My guess, especially with lock stuff being so expensive, would be in the several Jah range.

L will be less Jahs, but still more than 1 I think, but I don't play ladder. My guess would be around 3, please wait for a second advice.
