Can be used to make Runewords:
Without fcr, Harlequin's Crest is better for most uses... but you have 2 os that can serve for 2 Poison jewels (one being a Defender 's bile). But you still need to reach 75 fcr... typically neither 3 piece trang nor Dweb bring fcr except the 20 on gloves so you'll need 55 elsewhere. 20 on head help a lot, to get 20 on rings (new Opalvein with Poison?) and 15 on amulet.
So overall hard to deal with no fcr on head (or you go Spirit but miss the trang Poison res lowering).
Hence would say 1-2 Ist not more

I would go much higher.
If it had 20 fcr, it would be at 3-4 5-20's, so in the 100+ Jah category.
Poison necros don't necessarily need 125fcr. I played mine even at 48 and 30 BPs to boost poison damage when running cows. Gave my Merc a Harmony to run faster.
Back to topic: It's hard to find references for this. But I found some 2 necro 2os no fcr circlets. Highest one went for 7 Jah.
2os, and 20 all res are solid. 19 ene is nice to have.
I'd estimate 3~4 Jah but wouldn't expect a fast sell. 2nd OS makes this much better than Shako imho.
