This is a great question.

The item I've posted is pretty much entirely PvP-centric and would be used primarily against assassins using Venom. Stacking PLR/Defense/Block rate and minding your corners means that you are hit by Venom procs less often so the damage is heavily reduced by PLR. The assassin is already trying to hit with Venom as often as possible, so this reduces the effectiveness of their hits.

Consider duelling in hell difficulty where poison length is already increased (via game difficulty) by 100%. Then 50% reduction on that is additive, so poison length would only be increased by 50%. This helps the assassin, whos 2000 poison damage over 0.4 seconds (via Venom) in normal vs players increases to 4000 poison damage over 0.8 seconds in hell. The 50% PLR from this shield would halve that bonus to just 3000 over 0.6 seconds.

Continuing:

PLR is a relatively rare modifier (check unique/runeword/set items database for the modifier. your choices are limited), so the effect isn't usually used outside of magic items like the shield posted.

The other highly desirable modifier on a 4os

Monarch is "of deflecting" which improves block chance (another very rare modifier found pretty much solely on shields or that one sword

Swordguard). It is a more popular modifier because it is more widely applicable in pvp, but PLR is more specifically "good" against what it is good against.
