It means that item has a comment that has been deleted. However you can't see what the comment was unless you are a Contributor, Moderator, or Admin.

It has not been fixed yet. Teebling will post in this thread and mark the bug report as fixed when it’s done. All fixed bugs have a little green check mark on them in the bug report list:
And there will be a fix comment highlighted in green inside the thread itself.
I don’t think Teebling will have time to do any updates except urgent ones in the next couple of weeks. He will get to it eventually though and he will post in here when there’s an update to share
