I've been seeing in-game requests for 20+ Jah for a warlock torch - I get that they are new and crazy popular but yikes! Is that about right? common? or maybe just a few people not knowing the actual value?
The only thing I have that might possibly come close to that is a 15%/40% jewel that I've been saving for a rainy day, I guess.
Is a 15%/40% jewel a fair trade for a bad/mid Warlock Torch?

You are probably talking about softcore non-ladder. Well, there is a very demand and low supply, especially for well-rolled Lock torches and (tens of) thousands of Jahs that have been gathered in the last 5 years are rotting in stashes. These prices are pure unrestricted capitalism.
When the season ends, lots of Lock torches will flood on the market and prices will go down. One more year and Lock torches will be priced like Pally or Sorc torches.
And yes, a 15-40 is very fair for a mid Lock torch. But if you wait a little longer, your 15-40 will buy you a great Lock torch.

A bad to mid WL torch started out somewhere around 10-20 Jah. They've dropped since then and I regularly see them offered under 10 now. Though I'm not actively paying attention anymore. WL torches are no harder to get than any other torch after all, they merely had an initial instant mass-demand with 0 starting supply, resulting in an obvious overpricing that has come down since and will continue to come down as folks all get theirs.
For a top-end torch, yes, you still pay out the nose. But low to mid is definitely nowhere near a 15/40 anymore which is what? 20-40 Jah with the right buyer? Not even close.

Sold a 19/19 wlock torch for 45 Jah and a couple of Zod was the first one i found.
Found another 13/13 later on and kept it, posted it anyways and got 30 Jah for it.

You need to revise Jah Ber table, there is 1-3 floating point around there.
Ist Mal Lem also need to revise, those things is still in early spike mode, it might take several month to back normal status. (in your Memory, the Ist stuff value drop every day but still way higher than your Memory)

You can get a low-end torch now for 6-8 Jah non ladder. Just find 6-8 sets of 3x3 keys, sell them for 1 Jah each, and you have a torch. Same process as if you did the Ubers yourself to find your own torch. Of course, there is profit to doing the Ubers yourself, but then you take on risk. maybe you find a Warlock torch after 2-3 tries, or maybe it takes you 25.
Life is short. Sell the 15-40 jewel, and get yourself a torch. Current going rate is about 10 Jah for a 15/40. Or find some keys and trade to get yourself a torch.

But even if the jewels dropped that much, the original proposition of 20+ Jah for a low to mid WL torch is still a rip-off.
There has been severe price deflation on high end items like a 15/40 that are non warlock related. And of course insane prices/inflation on warlock items. Over the long term, that probably reverses, but right now everyone wants to have fun playing the Warlock, plus it is the most OP class.

I don't think either of them are worth that much but that's what i got for them.
if you get 13/13 in day 1, yes , it is worth that much and price is reasonable. 30 Jah.
But as for today, if you get lucky and buyer rush to buy, 7 -9 Jah
on the other side, if you rush to sell, it is 2-4 Jah.
