Can be used to make Runewords:
Someone may know better than me, but sadly, I don't think it will be worth too much, if anything. A Shako is a much better Helm, with +2 skills, MF, some attributes, and the huge life and mana bonuses. So this Helm would have to price below that.
I think the only use case would be a niche use case with the lightning resistance and AR. But that seems rare someone would be looking for it.

Oh, and Lore is also a reasonable comparison with its +1 and 30 LR, and that item is basically free.
