I have bunch of runes stacked up and the highest one is a Mal. What should I do with all of these lower runes? Should I cube them to higher ones?

Cube them. Remember that after Ort, you need gems as well. If you will ever need low rune for a runeword, just do some countess run and you will find that ez.
I don't have RotW expansion yet.
When I look for rune, you can offer Perfect Gems as well.

Online: I would not cube runes (except very specific ones like Dol). Most runes have a sink (a recipe they are used for or a rune word). so people are interested in them and buy them in bulk for high runes.
Offline: if you don't plan to use the recipe cube the runes.
For example Hel is used to remove jewles/runes from sockets, usually 40 Hel = 1 Ber.
Even runes such as El and Eld have buyers.

They usually have even higher value than Ort, Tal, Shael, Lum etc. I often sold 20 El or Eld for a Vex.

you could try your hand at crafting amulets (or rings.) I'd cube the tals to give you 9 rals total and prepare to be disappointed over and over

I like to collect the lower lvl runes as early on they can be useful for runewords. Later I give them out free if people need and/or upgrade to higher runes.
Gotta collect 'm all.

- El to Tir: cube
- Nef: Recipe: Blood Gloves
- Eth to Tal: cube
- Ral: trade pack for Ist (with people that do Recipe: Caster Amulet)
- Ort, Thul: cube
- Amn: Recipe: Hit Power Ring
- Sol: Recipe: Blood Ring
- Shael, Dol: cube
- Hel: trade pack for Ist
- Io to Fal: trade for Perfect Gems

Step 2: Keep stacking them up
Step 3: As you hit 99, add a loot filter to hide the rest so they stop wasting your time
Step 4: Once you get enough Hel runes stacked up (those def. seem to be the limiting factor for low runes), have some fun with 99 Spirit or Insight rerolls as you hunt for that perfect outcome
Step 5: Remove the reroll-fodder used runes from the loot filter so you see them again
Step 6: Go to step 2
At least that's my new approach.
The old approach was just "ignore drops".

Ral, Tal, Amn & Thul especially are worth keeping for the add sockets recipies, especially if you find something like an ethereal Cryptic Axe and want 4 sockets.
Or Archon Plate and rolling for 3 sockets.

Ral is different pricing, everyone will interest in it.
Most importantly, dont farm those runes. You can pick them occasionally. I only take few of them .
Sometimes I like to play some runeword that I never play before and probably find out I dont have those.
The need for lowest rune is tiny. Month or several month Consume 1. But it will annoy if you want play something but find out that you dont have 2 of it.
Meaning once you use it, there is no way to counter emergency situation.
For this reason, I usually recommend people to keep every rune at mini count 3.
And please understand, DLC market and expansion market pricing is different.
Thul and Ral have higher value in warlock market but people sometimes buy those and resell into warlock market. So the price will balance again.
And I also don't like to collect Ral, Thul even Nef in expansion non dlc market. Nef is kind of different , not that obvious but it is higher in warlock market.
Other rune , none dlc non warlock have higher value.

craft ring need is Amn Sol. Amn is very cheap but I craft like 5000-20000 ring , I dont count, around that in my feeling. Only get 1 okay melee 2 l/all resist battle ring.
I feel it is just equal to my random find 6 affix hit okay roll rare ring.
As for tri-resist okay roll fcr ring, no, not even mid roll. But see few low roll cannot use ring.
Advise, if your ring is very bad, you can try. i.e. 6 affix you only get 3 hit good, it is consider as green light. Other case, 4 affix ok ring. advise, not touch craft.
