Yes there is, -2% at level 1, not sure how fast it progresses per level, but I know it can go higher than 15% at least.

Yes,! It's the Levitation Mastery from the Warlock. Sorry, my bad! And the lower str req does not work for the Merc, so CV is still trash.

I'm aware of how may sockets it get, but always up for a refresher.
Anyway, a lot of things get 4os. That alone doesn't make it not trash. Does it have it's use, sure. Too slow for me.
I was more or less being facetious when I said "trash".
But hey, if you like it, use it. I don't, so I won't.

Well, fair enough. To be fair, my mercenary's attack speed (particularly on a Cure+ Prayer+Insight merc) is not as big a priority as many other things. If I have a 4os Thresher laying around, yeah sure I'll use it, but if I have a 4os anything else, that'll do just fine in its place.
