Found this almost perfect unsocketed
Vortex Shield:

I can't decide if asking
Larzuk to put 4 os in or take the risk and try to socket 3 os with socket recipe. With the socket recipe there is a 50 : 50 chance to get a decent base.
What do you think I should do?

I normally don't use my quest sockets for non-superior items, but this one I would
Larzuk.

I have only found a single 45-er in my whole D2 career, they are quite rare so I would
Larzuk without a question. There's nothing more sad than seeing a perfect roll go to waste with like 1 socket. :(

45 is definite
Larzuk in my eyes. You can always create and rush a new character just to generate more Larzuks but 45s are extremely rare. You might never see one drop again.

if you use lazrok, best possible is Phoenix.
I kind of remember this is not good shield for
Smite.

BiS for a Hammerdin. Another possible good use is Phoenix. With 3 OS Dream would be the best choice, of course.

Don't forget Dragon when having 3 OS ;)

I have enough
Larzuk quests for the safe option but the trading value is definitely much higher if the shield has 3 OS.

Yes, it can roll 1. It always rolls 1-6, and cuts at the item's maximum number of sockets. In this case, a roll of 4+ is always 4.

So we have:

1 or 2 os is 2 out of 6 (33%) -> base wasted
3 os is 1 out of 6 (16%) -> Dragon or Dream
4 os is 3 out of 6 (50%) -> Spirit or Phoenix

Larzuk safe, cube...well imagine if you got a 3os...I'd go for broke and cube it, Dragon in that would be OP

Someone once told me... "Never go full Sigon's"..... Sage advice!

Always available for help/trade and maybe some freebies along the way depending on what I have and what you need

Vortex has the lowest block of all elite pala shields, therefore I'd sell it.

vortex is really only good for Exile build but would need to be ethereal. Othewise this would be an excellent Spirit shield for hammerdin, but its not best due to low block %, but has higher overall def.

It is still a valuable shield good for using or for trading with 4os.

About block, it is worth 50 dex in case of lv 99.

in this hypothesis scenario, I would choose
Sacred Targe with just 40 resist over this if torch and ann can adjust to cover +5 all resist with 5 lower attribute.
