Rare sorc circlet [+2all sorc, 30FRW, 12 all res(41 fire), +30 str]

Description
I have that Circlet for sorc and don't know what to think about it. It has good res, +2 skill, max roll str, but instead of FCR, it has FRW. If someone don't wanna hit 200% breakpoint, it should not be a big problem to obtain the 105% FCR from other gears, so perhaps there is some usefulness for that Circlet?

I guess most Sorc uses teleport a lot, IMO Faster Run isn't as important for her.
So IMO most sorces will either need a Helm with FCR or they will wear Harlequin Crest
+130 Life, +130 Mana, -10% Physical Damage, 50% MF and +2 all Attributes is better than +30% Faster Run +30 Strength, +12 Ressi, +41 Fire Ressi IMO.
But if a player uses Teleport less frequently and walks around more? Then he may be interested in it.
To me it seems niche, but maybe there are a lot of sorces out there that walk around more than I do.

I was thinking about that, +30 strength is easily replaced by a large boost to mana and life, only point of dispute is changing damage reduction for resistances. One other thing I just remembered: Harlequin Crest looks ugly af.
I'd definitly try to sell your Circlet, maybe somebody is like: Well, some Faster Run is a nice quality of life - and it looks much better than Harlequin. So screw it, I'll use your Circlet.

I think a bit longer and decide there is no use for that Circlet, even for niche cases like an Enchant sorceress using Demon Machine. In comparison to Flickering Flame or Crown of Ages where both have -% to enemy fire resistance and nice other good stats, thats seems like a trash.
Thanks for helping me with deduction, I will just throw this for new players, but on non ladder they probably get Shako for free, before even reach level requirements.
EDIT: I know one build: Fire Wall, PvP, running in circle sorc. What about that?
