Godly, clearly not. Not bad, yes.
- +2 fire could be +2 all sorc skills
- mana stolen is useless
- dexterity is useless on most sorcs
- the 7 additional in light res is almost negligible
That leaves a 2 fire / 20 fcr / 19 all res in the significant affixes. Should be sellable between 1 and 3 Ists.

I think it just looses against Flickering Flame (3 fire skills, lots of fire res, and -EFR). You'd only need fcr on helmet to hit 200 face which you only do in PvP and for that it's not good enough. So, less than Vex (i.e. price of FF).
