I am not sure which one is the problem: is it really Enigma or is it Teleport itself? I think Teleport is actually just a speedup: walk → run → Teleport. I also think everybody (also Druids) should get this easily: maybe via an amulett, which would be a nice Mara alternative.
You're right, without Enigma, sorc would have been the only class to be able to speedrun the game.
So Teleport itself is the problem but Enigma increased it.
I Think Diablo2 was really destroyed at the possibility that one class can get the Skill of another class.
1.10 runewords make no sense. Be able to use skills from another class is strange.
But on another side, it allowed a wide variety of builds which helped the game to stay alive.

Teleport - Add 0.5s or 1s cooldown to the spell (then you don't have to touch Enigma)
or
Enigma -> Change Teleport Spell to Teleport Charges (think about PVP constant teleportation) all other stats make it too good to consider anything else here
Grief- It destroys any other weapon and all Rares / Magic weapons. ElTirLoMalRal - If we don't want to nerf it then make it more expensive - >SurChamLoMalRal ? or halve the +DMG from max 400 to MAX 200
Spirit- TalThulOrtAmn - make it weapon or shield only Runeword (Shield feels a bit better for ladder because requires higher level but it seems like it is Best in Slot for most classes anyway and its super cheap)
I would add one more Runeword to the list -> Infinity . At least it has high cost but with Sunder Charms and new Runewords you can kill anything...
Nowadays a lot of new games are created in similar way - you aim at one build / you don't think / steam roll / pay for upgrade to be even more OP after each update to keep up with the rest etc...

Honestly, it would ruin the playstyle if it wasn't 100%, because you don't even know if you need to recharge or not, making it arguably worse (or at least the same) as using any other Claws. Idk how to nerf Mosaic and make it still viable.

Playin Mosaic-sin would become more annoying, not weaker that way. Not sure, this is what you want as a dev, but with Microbli$$ard, who knows...

As it is, everyone charges up 4-6 different charge types (Phoenix Strike, Claws of Thunder, Blades of Ice, Cobra Strike, Tiger Strike, Fists of Fire, in order of popularity, I think?), but what if it would only retain just one of these 4-6 charge types? You would run onlyPhoenix Strike, or onlyClaws of Thunder, or... etc. The fact that you can stack all of them means you can deal multi-elemental damage and you almost can't die thanks to Cobra Strike's leach (made even more crazy paired with Tiger Strike). But if you could only retain one charge type, you would be single elemental, and you wouldn't be nigh immortal. It'd still be the most OP build in the game, but quite not as insane.

Since we're theorycrafting here, 1 would be way too restrictive, it wouldn't be the most OP build in the game, Nova sorc would easily be better. Nova mancer with gg gear would also beat it in terms of speed/survivability. If you restrict it to 2 then that'd be a lot more reasonable, reducing the overall dmg by at least 40-50% if you pick dmg and not having life and mana leech or 70% reduction in dmg and having cobra for surviveability + mana problems solution. That way it'd be on par with other builds in terms of damage and you'd need gg gear for mana leech and life leech or suffer a heavy dmg penalty for the sake of survival.
