Apparently this exists.
During loading screens, you can swap between skills, and even toggle open the map.
I came across this by accident while farming meph on normal with my sorc. I got impatient at one point and tried to switch to Teleport, which I have bound to the W key, only to discover that Teleport was selected (instead of Fireball) after the loading screen went away. For me, the window for accomplishing this seems to be fairly large. I've even waited to do it, and it still works pretty much regardless of where in the loading screen I press the buttons. However, other people in discord seem to not have that much success with doing this. Some say the window is very small for them.
Just wanted to let everyone know though!
Update:
After discussing this in d2io discord, we have come to conclusion that some people may not be able to do this trick, even if they see a loading screen. The speed of your hardware seems to be a factor in this. People with faster drives, such as NVMe, seemingly cannot do this during the loading screen.
