Pretty amazing Caster Ring and a bit hard to estimate. If cr were lr, it would be worth much more imho. Cold/fire is a weird combo which would only work if you get lr from the amu in most cases. It might also work on a cold sorc with Spirit Monarch.
I would put it in the 5-10 Jah range (on NL, less on ladder).
