I've got on SCNL

You need +2 skills and 20 IAS, not less.
My timezone is CET/UTC+1.
Good rule of thumb but there are exceptions.
E.g. gloves with 20 ias, 10 cb, 3ll, 20 life, str, and dex would be pretty good even without extra skills. But yes, if you don't have 2/20 on your gloves, the rest has to be really good.
