Too high level for only 1 Skill.
Rares have to be superior to Shako at least for a specific case. Yours does not do that => Charsi.
One socket is (almost) worthless since Larzuk can add it on top. Getting another valuable affix would be better.
30 frw and 17 str are nice but they are bonus that increase the value from good to godly. You can think of them as multipliers. But you need the base to provide value (and such base is almost always 2/20 for necro).
On yours, those affixes multiply the value with 0, ergo still 0.
