No you can only make runewords in socketed base items (gray text)

The best things to socket into a shield are perfect diamonds or Um runes (resists), Shael runes (faster block), and Eld runes (increased block chance). Usually people socket perfect diamonds because they are cheap and useful

And because the difference to Um is so small, and most builds can be easily improved by adding more resist all to the shield slot.

Some people also put Ist in the shield, if they're really fanatical about maximizing MF. But feels really wasteful...

My first Überbuild for the Ladder was Griswold Shield with 3x Perfect Diamond. Worked fine with me (Weapon was Black Flail)

A 2-socket unique...is this Moser's Blessed Circle?

It depends on what character you're playing and what you need. The great thing about that shield is that it's very versatile. It's basically already a Rhyme but missing Cannot Be Frozen and some magic find.
