Only three stats means it's not going to be a real high-end item, but those seem like three decent stats?

Larzuk and hope for 2os. But as rare, it would only get one and remain low-value.

2 to all skills for a CLASS
AND
20 fcr OR 2 os

Then other factors like FRW or @res enter into play as they can be acquired elsewhere, the main reason being that without that

Harlequin Crest is much better.

Exceptions for Amazons : many of them don't care about FCR as they have very long cast time, but enjoy more FRW to travel faster - on those 2/30 frw can have value, especially paired with Visio mod (scaling AR and damage) or 2 os.
