Some useful mods but I don't find many use cases for it.
Hard to beat the common 15ias/30fr.

Maybe put it in
Stormshield for javazon who doesn't care about ias like me :D

At least 1 HR, maybe much more but I am not sure.

You put this in Andy' face instead of the recommended

Even the lower req adds value there.

15 ias might be better in many builds but there are a lot where those 15 don't hit another break point and your jewel shines.

For PvM, I would estimate it as at least 2-3x as valuable as 38/39ed 30fr jewel. You should be able to find references for these.
