You can just add me ->vued#2104 and pick up the Monarch for free.
To get a better understanding of the value of things, I'd recommend to check historic prices and also learn about the "currencies" in d2r, esp. Perfect Gems (PGs), Perfect Amethysts, Ists, and high runes. You can find good articles about this here in the forum.
Regularly traded low level runes are Ral and Hel.
Others low level runes are usually not used as currency and most cost around 1 PG a piece.
