Yes, it means "good game". And that's all it meant originally (sometimes used in earnest, sometimes used sarcastically), but today it's also used in other contexts - it can be used to describe gear (equipment) that is perfect, near-perfect, or just simply great. Gear that is GG is top-of-the-line, similar to BiS (best in slot).
I'm not aware of it standing for anything else than "good game", so I guess the idea is that if something is GG, it's so good that it can basically win fights/battles for you vs someone of equal or higher skill level, make you earn "GG" compliments from your defeated opponents. That's my personal interpretation anyway...
I'm in CET (Central European Time), so that's UTC+1 normally and UTC+2 during DST.
My profile says Ladder, but I play bothLadder and Non-Ladder.
My profile says Softcore, but I play bothSoftcore and Hardcore.
My Holy Grail Tracker is for Offline Hardcore.

For equipment, it's used as an allusion.
The common use of GG is at the end of a game, so GG gear literally means endgame level of equipment.
Also, it's often used as part of someone conceeding defeat in an online game, so, the implication by this is that it's gear good enough to get someone to give up.
To add to what @ShadowHeart has said, I've seen GG mentioned outside of gaming too, replacing "nice" or "good job".
Yeah, that too happens. Though for that i prefer to simply go with GJ instead, ie, Good Job/well done. Or if someone played remarkably well, WP for Well Played(often used to imply perfection).
In online games, if both myself and my team does really well, i always add a GJ at the end to try to make it official.
