AFAIK you need +2 skills and 20% fcr as well as some other useful mods (2 os, 20 all res, 30 str, 30 frw, ...) to have some value.
The exception to this is amazon where 2 os is the most important and you don't necessarily need fcr or +skills.
Your Tiara however lacks fcr and most rolls are only low/mid. IMHO a Harlequin Crest is better.
