Can't complete Act 4 quest 1 if Diablo was already killed on the same game?

Hi

I had just started Act 4 Nightmare (no quest completed yet).

I entered a public game, sought
Izual
and killed it. But
Izual
's Spirit did not appear 🤔🤔🤔 (and so I couldn't complete the quest and gain my 2 skill points...)

I opened the quest window and saw that quest 3 was marked with "cannot be completed in this game" (didn't verify, but probably because other user have already killed Diablo); quest 2 was enabled to be completed (OK); and Quest 1 was marked with "cannot be completed in this game" too 🤔🤔

Why did quest 1 have that restriction is
Izual
was alive (at least before I killed it...)?

Do Diablo need to be "alive" to be able to complete quest 1?

Izual and Diablo have nothing to do with each other for this.

The host had already completed the Izual quest in a previous game. The game instance's initial quest states are based on the host when the game is created. Even if the host had already completed the quest in a previous game, Izual will be alive in all new games, but the quest will not be completable for anyone who joins the game who hasn't completed it yet. You need make your own game, or join a public game where the host hasn't yet completed the Izual quest to be able to complete it in that game.
