These rolled with the correct skill. Bow and Cross skill is good for elemental bowzon (Ice-maiden etc). Passive and Magic is better for physical bowzon. There are many more physical bowzon builds out there than elemental ones.
Regardless, because the other affixes rolled so low, these are either Charsi or place-holders until you get something better.
