Skull Collector gives a decent boost to + all skills, but its real strength lies in its significant boost to mana, mana after each kill and magic find.

This staff's impressive +20 to Mana After Each Kill is, by a significant margin, the highest such value found on any item. Only a pair of dual-wielded Shadow Killer, Death's Web, and/or Wraith Flight can exceed this value in-slot.
This is an interesting weapon for a high lvl Warlock. It can use this weapon with Spirit for a healthy +4 skills on the hands while sporting a good amount of MF, almost comparable to Gull, but with way more dmg. A well equiped Echoing Strike Warlock can use Skull Collector and still have good clearing speed so you can use it as a main on MF runs.
For Warlocks, even when using only as a swap before killing elites, it still have other advantages over Gull: the +2 skills might allow you to not lose your buff from Consume on swapping. Ex:
Your main is Arioc's Needle + Spirit (+6 all skills). Your Demonic Mastery lvl is 22. On swap you have Gull + Spirit (+2 all skills). When swapping, you'll have Mastery lvl 18, which gives you 1 less demon. The buff from Consume still counts as a demon, so you'll lose your buff on swap.
Now if you had Skull Collector + Spirit (+4 all skills) on swap, you would have Mastery lvl 20 on swap, keeping your buff. For the same effect using Gull, you would need to have a lvl 24 Mastery. Thus using Skull Collector saves you 2 skills points with only a small difference in Magic Find (given a high lvl char).
Also the extra maximum mana, mana on kill, and extra damage versus undead are not to be ignored.
