Revisiting this... just played with someone claiming he made the Mosaic runeword on non-ladder. Am I so wrong that this is not possible and he is making it up?

If he was talking about single player, then it works despite not technically being ladder. But yeah, online non-ladder means you need to trade for one instead until they roll the ladder only RWs down (so..probably never. though I'm sure someone will spread some unfounded "OMG MASSIVE PATCH!!" rumor again regardless in time for next season *cough*).
