Description
I am aware of the basic idea that Sunder charms break the immunity and instead set the monster's resistance to 95% to the given element.
In the case of a fire-based sorceress, there only appears to be a few options to reduce this further (e.g. Flickering Flame ( Helm), Phoenix (shield), fire Rainbow Facets (jewels)).
I am however confused with some text I read that this "enemy resistance to X skills" attribute is diminished to 20% of its effectiveness for sundered enemies. I read that this was in response to cold sorceresses being too OP with Cold Mastery.
Are sources of "enemy resistance to X skills" additive? Are they only 1/5th as effective? If so, does a perfect Flickering Flame (i.e. -15% fire resist) mean I do quadruple damage to sundered fire immunes (i.e. 95% resist -> 80% resist)?
Also, on a side note, I was considering using Tal Rasha's Lidless Eye with two other pieces to get the 3-piece set bonus on weapon for an additional -15% fire resist to help with fire immunes (would lower sundered immunes to 65% when added with Flickering Flame?)

The 1/5th applies to Cold Mastery, Lower Resist and Conviction when used against immunes.
Any -res from gear and such works at full effectiveness and is simply added up.
So yes, a 15% flickering would take immune enemies from 95 sundered to 80%, meaning you do 4x the dmg you did before.
There are some other options available as well such as Mang Song's Lesson or when just starting out even Obedience.

Okay that's good to know. I've been playing around with balancing my damage and magic find to try and find a happy medium for farming (I mostly do solo p1 farming).
I have been using The Oculus, Tal Rasha's (chest/ Belt/amulet), Flickering Flame, War Traveler, and Chance Guards. But the damage is a bit low in some areas with lots of fire immunes. The build has 420%+ magic find though.
If I go my stronger damage build with Chains of Honor, Heart of the Oak, Magefist, etc. my Magic Find is only about 140% or so.
The one I'm considering trying tonight is Tal Rasha's Lidless Eye with the (chest/ Belt for FCR), Flickering Flame, and the other MF things.
It should be about the same in power as The Oculus right but perform far better against fire immunes with a -30% enemy fire resist combination?

+%firedmg doesn't do too much as it merely works additively with Fire Mastery.

Remember that magic find is not linear for Rare / Set / Unique
420% mf = 247% for rare / 228% for set / 157% for unique
140% mf = 114% for rare / 109% for set / 90% for unique

Keep that in mind before reducing too much your power (and so your clear speed) as in the end clear faster with less MF may end up giving you more over time

I had this exact idea when I tried a new Fireball sorc. After a few tests, I found lack of +all skills and FCR when using Tal Rasha's Lidless Eye can not be justified by -15% fire resistance.
In the end, for my new Fireball sorc, I managed to avoid put any hard point on Energy Shield by using an Obsession on a + Energy Shield base, in turn I save a lot skill points for my Fire Mastery and Enchant for my merc.
Final balanced build get me 250% MF + 105 FCR + 13K Fireball damage.

But with full set you don't lack +skill fcr (or resistances)
(In my case after many calculations I went full Tal Rasha's Wrappings instead of Griffon's Eye + Heart of the Oak + 3 piece set)

For long years I was ignoring Phoenix shield and believe me it is the BEST shield for fire Sorceress. At this moment i'm having a great game play with my Energy Shield / Fire Wall sorc. A perfect Flickering Flame, Phoenix Shield and fire sunder give me a solid knock off to fire immunities with 24K damage from Fire Wall. 3.3K points of mana, 95 res to fire make her fire immortal. I love it while farming Travincal!

Yes, Phoenix is (IMO) hands down the best shield for any fire based build. The damage difference vs sundered enemies is very noticeable, more so the higher the player count. The -28% fire res is worth more than +2 skills from Spirit.

What I ended up doing was going with 3-piece Talrasha's Wrappings (weapon/torso/waist) and putting 2x 5/5 Fire Rainbow Facets (weapon/torso) for a total of -40% enemy fire resistance with Flickering Flame. This build also keeps me at almost 280% magic find so I'm happy with the build.

I was able to lab it out and the Tal Rasha's Lidless Eye build actually wins against things that are fire resistant (and flat out dominates against fire immunes) when comparing:
Build 1) Heart of the Oak + Chains of Honor + Arachnid Mesh + Stone of Jordan (115 FCR so a little overcapped)
Build 2) Tal Rasha's Lidless Eye (+5/5 facet), Tal Rasha's Guardianship (+5/5 facet), Tal Rasha's Fine-Spun Cloth, and a FCR Rare Ring (105 FCR total)

Other things to note: I am not using an Infinity merc since he just derps around most of the time and I'm not a fan of the aura noise constantly activating
I checked both builds. the only difference between your build and my build is the use of Energy Shield. I max-out telekenisis and therefore choose a more safe route, your build aim for max damage
I guess in the end, while keep FCR at least 105, then we are compromise among killing speed, MF and safety.
