Trang-Oul's Scales are a decent budget option for Summoning Necromancers, whose primary gearing objective - even above most defensive attributes - often boils down to obtaining the highest possible +X to Summoning Skills bonus.

Trang-Oul's Scales has the 2nd highest bonus to Faster Run/Walk of any armor (only 5% less than Enigma).

This can be very useful for characters without
Teleport.

With the introduction of the Hustle runeword,
Trang-Oul's Scales now has the third highest bonus to Faster Run/Walk of any body armor.

While
Trang-Oul's Scales has a high frw (40), it is a Heavy armor which apply a -10% frw as a skill bonus (which means that the penalty has no diminishing return)
So in practice
Trang-Oul's Scales is a little worse than a 30 frw light armor (if there was one 😉)

Ex:
Sorceress with
Trang-Oul's Scales + a 40 frw boot (80 frw - 10 "skill" frw, which, at fist look, would be equal to 70 frw): Running speed 11.5
Enigma (on a light armor) + a 25 frw boot (70 frw): Running speed 11.8
