Jalal's Mane is better for most druids and pretty cheap. AFAIK you need fcr on druid circlets to have some value.
Edit: Not sure why I thought this was about a Circlet and not a pelt. Sorry for that. For rare pelts you want +2 skills and either a lot of fire skills for Fissure druid or +Tornado and +Hurricane for Tornado/Hurricane druid. Since this pelt has +3 Tornado and +2 skills I would have said it should be worth ~Vex but according to mockingbirdreal it is worth a lot more and he knows prices better than me.
If this pelt is worth Ber or more I am very sorry for my bad price estimation.

+ No point needed into Werewolf or Werebear to morph you back into your 'normal' form

Thanks for all the excelent comments guys. I suspected it had nice value because all rare nado pelt i found were pretty close to this one except having more life/res or Huricane/Summon Grizzly skills together. Thanks a lot.
