On all pages? Does your browser spit out any errors? Just tested on Firefox and the bell is there.
Typically the bell disappears when there is an error with a javascript script - so I'd like to know on what pages this occurs and what the error is. If you open the developer tools, there'll be a console somewhere which'll show errors and warnings - pop a screenshot of that in here and I'll investigate.
