when you search for items with -fire resistance, Hand of Justice isn't shown. (at the rune words database)

You need to search for the correct wording (or parts of that), based on the least common denominator of all of those items (the challenging part being to figure that one out). So some part of "% to enemy fire resist".
Most likely, your search was for some variation of "fire resistance" which would intuitively make sense. For certain items however, the wording standard is changed. Sometimes on the actual item (by Blizz) and sometimes, as is the case here I believe, just here.
For HoJ specifically, it is -20% to enemy fire resist, not resistance. So searching for "enemy fire" or "enemy fire resist" includes it but once you search for resistance instead of resist, it drops out.
So not so much a bug in the search as it is merely an inconsistency in the underlying item data.
