Not sure about the price. I can only tell you that triple res with mf has some value. Probably Vex or more but you should wait for another answer from someone more experienced in pricing Boots.

Yeah, for SC non-ladder, the lack of breakpoints is a problem. Might still be good for someone who mostly teleports, but the replenish life and half freeze duration are basically worthless.
Feels like more than Ist, but I wouldn't pay Ohm and would need to think twice before dropping a Vex on it.
