Maybe some value if it dropped on ladder? But not much. Non-ladder, I would say it can be vendored (I haven't had any luck trading similar claws). The only really valuable affixes are Fool's and repair durability on an Eth item. Merciless is too low for the % ED. Poison res is worthless; would be better as sockets.
Best way to evaluate is to compare to a common unique item. This is worse than Bartuc's Cut-Throat, which is currently trading for Lem or less on ladder. Sorry :/
