And if we got Tiara/ Diadem, then unid Coronet is replaced by unid Circlet in the gambling window.
Thus, the more efficient strategy is to gamble Coronets than Circlets, since Tiara/ Diadem can have 3 sockets while a Circlet only 2.
Please someone correct me if I'm wrong.

I only gamble for coronets. Like Nitro already explained, coros can turn out to be tiaras and diadems, but circs cannot. Plus, the item level of coros is higher, and so it can roll better stats in magic or rare than a circ, so gambling a circ is a poor choice when you can get a coro instead.
TL;DR
If you want to try your less than 1:2000 chance for Griffon's Eye, gamble Coronet AND gamble the Circlet that show up after in their spot.
If you want to go for GG rare, gamble coronets only.
Explanation:
When you gamble a Coronet and you get a Tiara/ Diadem, the gambling window reverts to Circlet. If it doesn't it means there's another Diadem/ Tiara up for grabs up until a Circlet shows.
When it does revert to Circlet, gamble circlets until it transforms to Coronet again. That means it's at least a Tiara again.
This method saves you money since Circlet are cheaper and you only care for the Diadem.

It terms of Griffon's Eye, does character level matters? I heard 93 lvl is a kind of threshold lvl to get GG rolls, at least for crafting amulets

True, you do need a Coronet to upgrade to Tiara or Diadem but (at least as of right now, for D2:R), you don't have to start with a Coronet to do that. You gamble circlets, you get circlets and whenever the game would upgrade the next one (but couldn't due to it being a Circlet), that Circlet is automatically replaced with a Coronet. This replacing Coronet then always automatically becomes a Tiara or Diadem.
I.e. if you solely buy circlets and only the coronets those circlets turn into in the window, then you will never get a single Coronet, you will get a ton of circlets, you will still get your tiaras and diadems and you will pay less gold for all of it because you will only ever pay for a Coronet when you're guaranteed an upgrade. For all the ones that don't turn into tiaras or diadems, you only pay the Circlet price. I.e. significantly more purchases for the same gold.
As for the Griffon's question: Yes, lvl matters. You need lvl 80 minimum to even have a chance of gambling a Griffon's. However, at that lvl you need to a) roll high enough in the ilvl range to get it and then b) still roll a Diadem upgrade, in addition to the usual chance to turn it unique. That's like a 1 in 3 million chance, roughly. As you lvl up from there, you then get to the point where range no longer matters because even a low roll there still allows for a Griffon's. Moving further up increases your chances again by buffing the Diadem roll chance. So as you go to 90, you end up with something around 1 in 80k which further improves to ~1 in 37k by 99.

but is the chance to for the Circlet to roll a Coronet the same as it is for a Coronet to roll a Tiara?

While I'm not sure how reliable "official/released numbers" on the chance comparison are, testing by various folks as well as myself seems to indicate that yes, the chance is about the same. The Maxroll drop calc for example also lists the same chance for both.
And yes, you can get multiple tiaras/diadems in a row. That one I know for certain as I've had it happen multiple times.

Luckily we have the internets and someone has already worked out some decent math for you in a spreadsheet. Gambling on circlets until it switches to Coronet will save you lots of gold in the long run if you are looking to get a Griffon's Eye

I've been using the Circlet gambling method. It does save money in the long run.
I'd really only recommend gambling for gg rares. Griffon's is an amazing surprise if you get it, but you'll probably find many bers in the amount of Trav runs it'd take to get sufficient gold for gambling.
