1) If you use Razortail, it actually gives +33% piercing chance.
So you would need to get 67% from the Pierce passive skill. You get 69% (nice) from Pierce level 9. So try to put 9 points minus any +skills points from your gear.
2) Do consider Spirit Monarch Shield. If all you do is cows, you don't really need to care too much about your elemental resistances.
3) Remove bow/crossbow hybrid gameplay, remove Guided Arrow, save those precious skill points. Use a Teleport staff if you need mobility, until the day you can build Call to Arms
4) You will want to max not only in Lightning Fury, but also all its synergies. Lightning Fury receives bonus damage if you put points into : Charged Strike, Power Strike, Lightning Bolt, Lightning Strike.
You want to use Charged Strike as your 1vs1 melee attack (for bosses etc), it's really strong. Keep Lightning Fury for packs of monsters.
5) I like to use Decoy to build packs of cows on one side while I work on another pack, or to tank dangerous elites. Fun skill.
6) Dodge, Avoid and Evade seem like useful passives, however you will sometimes get stunlocked if you get swarmed by monsters (dodging every attack and unable do anything until you die)
7) Valkyrie is a cool skill the first few times you use it (how awesome is having a shining amazon friend with you !). However without enough levels she just always die, and disturbs the cows all the time.
8) Do cows all day everyday until you get the HRs to build Enigma ! (or Infinity lol)

Inventory? You want Java skillers (at least 5). Also, swapping to a second pair of titans is probably better than swapping to burzia

I have a 4 socketed Monarch with -15 lighning resist +14 lighning damage if you want it for free. The issue that I see is that you are playing in legacy d2 no?

Trying not to repeat what people said already. But It seems like you have both Insight and a lot of mana regen/leech items. Silkweave and manald should not be necessary until you have gotten infiinity on your merecenary.
Aside from leveling up an easy thing to do would be to Up your titans. I run one Eth and one normal titans for infinite ammo. Both have been upped. It is a very large physical damage increase. Which helps with Lightning immunes.
People suggest Chains of Honor. But my suggestion is Enigma for your next armor when it happens. Teleporting may be slow, but it's valuable.
The issue most people have with Dodge and Evade is that it locks you from teleporting/shooting. What i have found is that it does not lock you from running. So take a few steps and shoot. The only situation in which it truly hurts is when you are 100% surrounded with no exit.
Having an extra tank has often been valuable for my mercenary as the aggro seems to be much higher on the Valkyrie. So my suggestion is try both and see what you like more. I preferred having my valk as it is level 15 and very beefy at that point when taking damage.
Should always be running javelins and cta or javelins and backup javelins.
I would try and get another armor for your merc. MF is mostly useless. Duriels shell is great. Or make a Treachery.

Also, on switch I use another set of Titans with a Stormshield for killing the lightning immune with Jab. You can get max block easy with it and with just one point in your passives Dodge/ Evade you're hardly ever getting hit.
