Tal Rasha doesn't actually appear in-game as an NPC, besides in cinematics where he is often seen fighting to contain the demon Baal within his soulstone-bound spirit.
He's been added as an NPC entry to ease autolinking of the words Tal, Tal Rasha etc. as they occur so frequently.
