You won't be able to bring players or characters from Switch and Xbox into the same game simultaneously.
You can, however, utilize the shared stash to move items between character on the same account, if you use the same battle.net account on both platforms.

Shame that it's just planned cross-prog and not cross-play. Maybe at some point but hopes aren't very high.
