When I put three Sapphire in a bow and use the skill Exploding Arrow, will the cold damage be added to the explosion in the same way the fire damage of a Ruby gets added?

No.
Only fire damage is added to the Exploding Arrow and Immolation Arrow Explosion.
But cold damage is added to Freezing Arrow explosion in a similar way
