Yes, it happened at the announced time. Are you perhaps looking at LoD status and not RotW status on the tracker? They are separated.

That announced time was a "some time after xyz" type announcement. Hence shadow's "some time after.." and "be on no later than..". When exactly the walk would happen wasn't clear up front.
The actual walk was then triggered an hour after that time, hence it being an hour off from what you're seeing in the timestamp above.
